Mark D. Birdwhistell
Mark Birdwhistell joined WSC as a Senior Advisor in September 2008. He plays an integral role in advising clients in the area of federal and state health legislative and regulatory policy.
Mark has a distinguished career in both the public and private sectors working in health policy at the federal and state levels with particular expertise in Medicaid, Medicare and private health insurance reimbursement and related policy issues. He is an active participant in the Association of American Medical Colleges, National Association of Public Hospitals, National Association of Children's Hospitals, and the American Hospital Association.
Prior to affiliating with WSC, Mark served as former Governor Ernie Fletcher's (R-KY) Secretary for Health and Family Services (CHFS), overseeing Kentucky's health and human services programs administered by a staff of 10,000 employees. During his tenure, he received national recognition from the federal government and from other states for his key role in the design of Kentucky's progressive Medicaid modernization agenda.
Mark also served as Kentucky's Undersecretary for Health, overseeing Medicaid, public health, mental health and mental retardation and the Office of Health Policy, which manages the Office of Certificate of Need and all policy-related healthcare and health insurance matters.
Mark's other public service experience includes serving as the Director of Kentucky's Division of Medicaid Services as well as the Department of Social Insurance. Before joining the Fletcher Administration, Mark held senior positions with CHA Health and the University of Kentucky Medical Center.
Mark has received numerous awards for his achievements in the area of health care and disability rights and has been published on topics such as private health insurance and Medicaid.
