SPENCER O. PERLMAN JOINS WASHINGTON STRATEGIC CONSULTING
(Washington, DC) Ð Washington Strategic Consulting, a leading boutique government relations firm, announced today that Spencer O. Perlman has joined the firm as a Vice President.
Mr. Perlman possesses nearly ten years experience in Washington, D.C. providing government relations counsel to an array of clients and working as a senior aide to a Member of the House of Representatives. His expertise includes health care policy, biosecurity-related matters, and the federal appropriations process. He is skilled in developing and leading strategic advocacy campaigns, providing detailed policy and political analysis, executing grassroots efforts, drafting legislation, and authoring strategic concept papers.
Mr. Perlman came to WSC from Drinker Biddle & Reath, a prominent national law firm, where he served for two years as a Government Relations Director. In this capacity, he was responsible for creating and managing government relations portfolios and legislative strategies for various non-profit organizations, corporations, and state government entities. Spencer focused on several health-related topic areas, including: biomedical research, genetic testing, biosecurity, telehealth, biological engineering, and nuclear medicine and imaging.
Previously, Mr. Perlman spent four years as Legislative Affairs Manager at Ungaretti & Harris, LLP a respected Chicago-based law firm, where he developed and executed legislative strategies and secured federal funding for health care providers, medical device manufacturers, biotechnology companies, and research universities. In addition to his work at the federal level, Mr. Perlman provided advice and counsel on various state-related matters.
From 1997 to 2001, Mr. Perlman worked for Representative John Edward Porter, R Ð Illinois the Chairman of the House Appropriations Subcommittee on Labor, Health & Human Services, and Education. Mr. Perlman served as the Chairman's liaison to the Subcommittee as well as his Legislative Director and advised him on all health care, education, workforce, Medicare, Medicaid, and Social Security matters.
Mr. Perlman received his Bachelor of Arts degree in History and English from the University of Michigan at Ann Arbor.

FORMER CAPITOL HILL STAFFERS ESTABLISH NATIONAL CONSULTING FIRM
(Washington, DC) – Kyle T. Mulroy…and Michelle B. Vogel announced today the creation of Washington Strategic Consulting, LLC (WSC). With its headquarters in Washington, DC, WSC will provide a broad array of federal and state government relations consulting services to its diverse group of clients, many of which operate in the health care industry.
WSC's partners specialize in: the federal budget process; grant opportunities; public policy advocacy; Medicare/Medicaid reimbursement; coalition building; grassroots advocacy; government contracts; regulatory process; business development; patient services; and industry relations.

Kyle T. Mulroy, a WSC founding member and partner, has spent the past 10 years working in Washington, DC as a Capitol Hill staffer and lobbyist. Kyle came to WSC from Holt, Mulroy & Germann Public Affairs, LLC, where, as a partner, he provided government-relations consulting to a diverse group of clients that included national non-profit advocacy organizations, corporations, and health systems. Previously, Kyle spent nearly six years working in government at both the state and federal level, including more than four years as a senior staff member for former Senator Robert Torricelli (D-NJ).
Michelle B. Vogel, a WSC founding member and partner, spent the last two years as Vice President of Government Affairs and Reimbursement Services for the Immune Deficiency Foundation devoting most of her time advocating for increased reimbursement for intravenous immune globulin therapy (IVIG) under the Medicare program. During the past 17 years, Michelle has focused her career on health care policy and reimbursement issues. As a health care lobbyist, she has represented academic medical centers, specialty hospitals, blood centers, patient groups, medical societies, and health insurance companies. Michelle started her career working for New York Congressman Benjamin Gilman as Senior Legislative Assistant, and also served as the Federal Liaison for the State of Wisconsin Department of Health and Family Services.
